About Project

The Community Development Project Tra Vinh (CDP Tra Vinh), sponsored by Tra Vinh Wind Power No.1 Joint Stock Company to improve local livelihoods through the development of inclusive horticulture and aquaculture value chains that promote climate-smart and sustainable production and empower women’s economic development. This will be achieved by developing the peanut, black tiger shrimp, mangrove- shrimp and giant river prawn value chains that offer potential to local communities and households in terms of improved and sustainable income and opportunities to escape poverty. CDP Tra Vinh also aims to build capacity and confidence for Women’s Unions, local government officials, and leaders of farmer groups in the project areas (especially ethnic Khmers) as leaders in the families and community.

The CDP Tra Vinh project is being implemented in Truong Long Hoa ward (Con Trung, Con Tau hamlets), Duyen Hai ward (Long Dien, Bao Sen, Thong Nhat hamlets) and Ngu Lac commune (Ro Say, Duong Lieu, Me Lang, Soc Ot hamlets) in Vinh Long province in three years from August 2023 – July 2026.

Within the framework of the project, we are looking for a consultant to (1) develop a handbook for basic gender equality (GE) and Women’s Economic Empowerment (WEE), 2) conduct a training course on effective revolving fund management, instructions for using the GE and WEE handbook and 3) basic financial management. The expectations of these tasks are detailed in the sections below.

Job Description

OBJECTIVES OF THE TRAINING

The objectives of the task are to provide local Women’s Unions (WUs), farmer leaders, and women-led businesses with the basic knowledge and skills on financial management for small businesses and farmer households; help integrate key issues of gender equality and women’s economic empowerment into local trainings/ events and strengthen capacity of the WUs on Revolving fund management.

Specifically, the selected consultant will:

  • Develop a simple handbook on basic knowledge of gender equality and provide a training about the handbook as well as the tools and skills to integrate these topics into local community and WUs’ activities.
  • Equip women-led businesses and leaders of farmer groups with basic knowledge of financial management and the Women’s Union with skills to manage the Revolving fund.

MAIN TARGET GROUPS

  • Representatives of the Women's Unions in Duyen Hai ward, Truong Long Hoa ward, Ngu Lac commune, and 9 target hamlets.
  • Farmer group leaders and women-led businesses involved in the shrimp and peanut value chains.

SCOPE OF WORK/TASKS

To achieve the assignment objectives, the selective consultant is expected to perform the following tasks:

  • Develop a handbook on basic knowledge of GE and WEE as well as practical training tools and exercises to integrate these topics into WUs’ activities and other activities.
  • Develop training materials, provide a training course and guidelines on how to use the handbook (including presentations, simple and practical tools and exercises for using the handbook), basic financial management for households and small businesses and effective revolving fund management.
  • Deliver 2 days of training for 25 - 30 participants in early December 2025 applying the participatory training method with the objectives above.
  • Write a training report (in English and Vietnamese) with the key results achieved, including suggestions and practical recommendations.

Qualifications

Submission Requirements:

Interested consultants should submit the EOIs with following information/ documents via the instruction in this site.

  2. The applicant’s professional qualifications and CVs which requires:
  • Master's degree or higher in social science, sociology, social work or related area.
  • Proven experience in conducting related trainings for similar target groups from development projects, especially for International NGOs.
  • Experience with the local context and culture in Duyen Hai areas in Vinh Long province is highly desirable.
  • Excellent training and reporting skills. The trainings will be conducted in Vietnamese, but the training assessment and report should be delivered to SNV in Vietnamese and English

Selection Process

SNV will review all Expressions of Interest received in accordance with the guidelines and criteria in this solicitation. SNV reserves the right to exclude any EOIs that do not meet the guidelines. Please note that SNV is unable to provide detailed feedback to those EOIs that are not selected. 

Step 1: SNV will shortlist selected EOIs, and unsuccessful respondents will be notified. Successful applicants will be contacted by SNV. 

Step 2: SNV will release Requests for Proposals (RFPs) for the specific activities and contract with the selected organizations/ consultants.

We request that Expressions of Interest responses be free of any intellectual property that the applicant wishes to protect. Should offerors wish to include proprietary intellectual property that they believe would be helpful for SNV, please note the proprietary nature of such information. Costing information will be kept confidential and will not be shared beyond SNV.
