At present, SNV’s Agriculture and Food Program focuses on provinces in the North Central and Central Highlands regions, where ecosystems and biodiversity are under threat while local communities continue to face many socio-economic challenges. To address these issues, SNV applies an integrated landscape approach that links biodiversity conservation, sustainable resource management, and socio-economic development. Within the program, SNV promotes sustainable agriculture to increase incomes, diversify livelihoods, improve resource efficiency, and enhance climate resilience.
To contribute to these goals, SNV seeks one consultant to support the implementation of field activities in the North Central and Central Highlands regions. The consultant will play a key role in ensuring timely and effective delivery of program activities, strengthening collaboration with local authorities, communities, and partners, and supporting interventions that improve sustainable livelihoods, market access, and climate resilience of target communities.
Job Description
1. Assignment overview and scope of work / deliverables
The consultant will play a pivotal role in supporting the effective delivery of SNV’s Agriculture and Food Program in the North Central and Central Highlands regions. During the three-month assignment (October 2025 – January 2026), the consultant will contribute to the smooth implementation of field interventions that promote sustainable agriculture, enhance climate resilience, and strengthen market access for local communities. The work will involve close collaboration with SNV project staff, experts, local authorities, community groups, and private sector partners to ensure activities are well-coordinated, inclusive, and responsive to local needs. The assignment is designed to reinforce SNV’s integrated landscape approach by linking biodiversity conservation, sustainable resource management, and socio-economic development.
2. Scope of Work and Deliverables
- The consultant will be supporting planning, facilitating, and supervising a range of field activities that improve livelihoods, agriculture development and strengthen community resilience. The exact contents and scale of activities will be determined during the process, in consultation with SNV and local partners, to reflect community priorities and emerging needs. Specific tasks will include:
- Planning and Preparation: Contribute to the development of detailed workplans, schedules, and budgets; liaise with local partners and mobilize communities; support logistics, documentation, and staffing arrangements.
- Capacity Building and Learning: Coordinate with SNV staff, experts and local trainers in preparing and delivering training sessions on livestock, crop production, and livelihood development; organize study tours to promote peer-to-peer learning; support training and coaching for cooperatives, farmer groups, and producer groups on management, sustainable production, and market access.
- Field Implementation and Supervision: Organize, coordinate, and supervise workshops, demonstration models, and production advisory support; ensure transparent management of agricultural inputs; facilitate linkages between farmers, cooperatives, and enterprises in agri-value chains.
- Monitoring, Problem-Solving and Reporting: Monitor implementation, identify challenges, and propose timely solutions; support financial tracking and compliance with SNV procedures; prepare concise reports on progress, challenges, solutions, and recommendations.
3. Expected Deliverables and Time Allocation:
- Field activities planned and implemented smoothly and on schedule, with technical, financial records and documentation compliant with SNV regulations.
- A total of 45 working days over period until mid-January 2026.
4. Timeframe and duration of the contract
The consultant contract is expected to commence in October 2025 and will remain in effect until mid-January 2026. The consultant is required to frequently travel to the Central and Central Highland.
5. Payment terms
- Consultancy fees will be paid monthly, based on time sheet review and approved by SNV.
- Payments will be made via personal bank transfer after approval of timesheets and completion reports by SNV.
- Travel costs and allowances for field missions will be covered separately by SNV, in accordance with SNV’s travel policy.
Qualifications
Submission Requirements:
Interested consultant should submit the EOIs with following information/ documents via the instructions in this site:
- Letter of Interest: A cover letter clearly demonstrating how the applicant’s qualifications and experience meet the requirements of the assignment and proposed daily fee rate.
- The consultants’ CVs outlining relevant qualifications, skills, and professional experience which requires:
- University degree or higher in forestry, agriculture, rural development, environment, or a related discipline, with at least 10 years’ experience in development projects.
- Proven track record of working directly with ethnic minority communities in upland areas, with strong knowledge of socio-cultural contexts, customary practices, and agroforestry-based livelihoods.
- Solid background in sustainable livelihoods, climate adaptation, rural development, and agricultural value chains.
- Practical experience in applying participatory methodologies (e.g. PRA) for planning, implementation, and monitoring, and in facilitating farmer groups, cooperatives, and producer organizations.
- Demonstrated ability to design, coordinate, and deliver community-based trainings, workshops, and learning events, empowering women, youth, and marginalized groups.
- Experience working with international NGOs and development partners, with skills in multi-stakeholder coordination, conflict-sensitive approaches, and social/environmental risk management.
- Strong analytical and problem-solving skills, willingness to travel frequently to remote areas, and commitment to SNV’s values of gender equality, safeguarding, transparency, integrity, and non-discrimination.

Selection Process
SNV will review all Expressions of Interest received in accordance with the guidelines and criteria in this solicitation. SNV reserves the right to exclude any EOIs that do not meet the guidelines. Please note that SNV is unable to provide detailed feedback to those EOIs that are not selected.
SNV will shortlist selected EOIs, and unsuccessful respondents will be notified. Successful applicants will be contacted by SNV.
Protection of Information
We request that Expressions of Interest responses be free of any intellectual property that the applicant wishes to protect. Should offerors wish to include proprietary intellectual property that they believe would be helpful for SNV, please note the proprietary nature of such information. Costing information will be kept confidential and will not be shared beyond SNV.
