In December, SNV received funding from Swedish International Development Cooperation Agency (SIDA) to implement the Inclusive Markets for Energy Efficiency in Uganda, phase II (IMEU-II) Project, a three- year programme (2025-2028).
The IMEU-II goal is to improve the livelihoods of households and increase the resilience and competitiveness of businesses and Social Institutions (SI) through the scaled adoption of EE technologies and practices.
The project aims to achieve the following objectives.
- Create a strong, diverse, and sustainable Supply ecosystem for quality EE products and services.
- Increase access to EE products and services for businesses, households, and institutions
- Strengthening the Policy, regulatory, and institutional framework for the growth of EE markets
The project will be implemented in selected 36 districts and cities in Uganda, promoting energy efficiency technologies targeting households, businesses, and social institutions.
Job Description
2. Objectives of the Assignment
SNV intends to hire a consultant to develop an integrated web based system to track the on-boarding, development and implementation process of inclusive energy efficiency business cases, which are linked to the operationalization of the project’s Market Development Fund (MDF) as well as the Monitoring and Evaluation framework for which an integrated web-based system is required for the IMEU-II Project that can be functional throughout the project life. The integrated system should be able to promote efficiency and transparency in the various business case development and implementation-related processes, as well as real-time monitoring and tracking of program and financial project progress, to support evidence-based decision making.
Primary Objective:
To develop and operationalize a secure, scalable Website and an integrated web-based Fund Management and monitoring, and evaluation platform/system.
Specific Objectives:
• Conduct system needs assessments.
• Create system architecture, wireframes, and workflows.
• Develop the website and fund management platform.
• Ensure cybersecurity, data protection, and reliable hosting.
• Train staff on system usage and administration.
• Provide ongoing system support and maintenance for at least 33.5 months.
3. Scope of Work
3.1 System Design & Architecture
The consultant shall be expected to;
• Conduct stakeholder consultations and needs assessments.
• Develop a System Requirements Specification (SRS).
• Create user journeys, wireframes, and UI/UX mockups.
• Define technical architecture and hosting requirements.
3.2 Website Development
The consultant will design and develop a modern website, including:
• Dynamic homepage
• About, Programs, Resources, and News/Events pages, etc.
• Resource center for publications and tools
• Contact page with integrated form
• Search function and analytics
• Integration with the Fund Management Platform
Technical Requirements:
• Mobile-responsive design

• Security hardening and backups
• CMS-based (WordPress, Drupal, etc.)

Qualifications
5. Consultant Qualifications
The suitable consultant shall at minimum possess/demonstrate the below:
• Minimum 5 years in software/web development
• At least 3 similar fund/grant management platforms developed
• Strong UI/UX capabilities
• Cybersecurity expertise
• Experience with donor-funded projects (preferred)
The consultant Team should constitute diverse expertise, including at a minimum:
• Lead Software Architect
• Full Stack Developer
• UI/UX Designer
• Cybersecurity Specialist
• Documentation and Training Specialist
• Project Manager

6. Duration
The assignment will run for 3.5 months for design and development, followed by 33.5 months of maintenance and support.

8. Reporting
The consultant will report to the Project Manager but supported by M&E/Grants Management Team (for workflow alignment) for regular review and updates.
9. Proposal Submission Requirements
The consultant is expected to submit both a technical and a financial proposal as part of the application. All proposals shall be submitted via ugandatenders@snv.org by the 16th January 2026.
10. Evaluation Criteria
The proposal evaluation shall be rated on its technical (80%) and Financial (20%) feasibility and on a pass/fail basis for the preliminary evaluation.
