Background
HUSK Vietnam is a climate-focused agribusiness company that develops and deploys innovative biochar-based solutions to improve soil health, enhance agricultural productivity, and reduce greenhouse gas emissions. Working closely with smallholder farmers and agribusinesses, HUSK integrates sustainable technologies into agricultural value chains to support climate resilience, carbon sequestration, and improved livelihoods.
The Dutch Fund for Climate and Development (DFCD) is managed by a consortium comprising FMO, Climate Fund Managers (CFM), WWF-Netherlands, and SNV Netherlands Development Organisation. DFCD provides finance and Technical Assistance (TA) to enable, mobilize, and scale private sector investment for climate-smart development.
Under the DFCD origination facility, HUSK is implementing an origination project to support the development of “Soil Health through Biochar Fertilizer”, including the assessment and preparation of a biochar production facility.
Objective of the assignment
The objective of this assignment is to develop a comprehensive and practical Emergency Response Plan (ERP) that enhances emergency preparedness, integrates fire risk assessment, and provides technical fire safety system inputs to support safe operations and regulatory compliance
Job Description
Scope of work
The Consultant will be responsible for completing the following tasks:
Task 1: Emergency Response Planning
- Identify and define emergency scenarios, including but not limited to fire, explosion, equipment failure, and other operational incidents;
- Develop emergency response procedures (SOPs) for each scenario;
- Establish an Incident Command Structure (ICS) with clear roles and responsibilities;
- Develop evacuation procedures, escape routes, and assembly points;
- Define communication protocols and emergency contact systems;
- Provide recommendations for training and emergency drills.
Task 2: Fire Risk Assessment and Hazard Analysis
- Conduct fire hazard identification and fire load assessment for key areas;
- Define fire risk zoning across the facility;
- Identify potential ignition sources and fire propagation pathways;
- Assess existing fire protection measures (if any);
- Perform a gap analysis against applicable standards and regulations (e.g., QCVN/TCVN or equivalent)
Task 3: Integrated Fire Safety Technical Assessment and System Configuration
- Preparation of fire protection layout drawings indicating key components (e.g., hydrants, extinguishers, detection devices, alarm points, and evacuation routes);
- Development of fire water supply and distribution concepts, including storage and pumping arrangements;
- Preparation of system schematics for fire detection and alarm systems;
- Identification and configuration of appropriate fire suppression systems (e.g., hydrant, sprinkler, or other relevant systems);
- Indicative calculations to validate system adequacy (e.g., water demand, coverage, and response capacity);
- Development of equipment lists and technical specifications.
Qualifications
Expected experiences and qualifications
The assignment is open to qualified Consulting Firms or Individual Consultants with demonstrated experience in industrial process design in Vietnam.
For Consulting Firms:
- Legally registered consulting firm.
- 5+ YOE in developing Emergency Response Plans for industrial facilities, plus fire prevention and fighting design consultancy in Vietnam.
- Demonstrated experience supporting industrial or manufacturing facilities in fire safety, fire protection systems, or related engineering fields.
- Familiarity with applicable fire safety regulations and standards (e.g., Vietnam QCVN/TCVN or equivalent international standards).
- Proven experience in biomass processing, biochar production, or similar agricultural processing facilities is preferred.
- Understanding of local permitting and compliance processes is an advantage.
For Individual Consultants:
- Bachelor’s degree or higher in engineering, safety, environmental science, or related fields. Additional certification in fire safety or occupational health and safety is an advantage.
- 7+ YOE in emergency response planning/fire safety/industrial safety.
- Understanding of fire hazards, fire protection systems, and emergency response principles. Ability to interpret technical layouts and integrate them into operational planning.
- Familiarity with applicable standards and regulations (e.g., QCVN/TCVN or equivalent)
- Ability to work independently under time constraints, with minimal supervision, while delivering high-quality outputs.
- Fluency in Vietnamese and English, with excellent technical writing & communication skills.

Selection process
This tender process will take place in two stages. Stage one is an Expression of Interest. Those selected from the Expression of Interest stage will move forward to the Full Proposal Stage and receive a second assignment description ahead of being asked to prepare a more detailed proposal submission for the assignment.
HUSK reserves the right to exclude any EOIs that do not meet the guidelines. Please note that HUSK is unable to provide detailed feedback to those EOIs that are not selected.
