Project Background
SNV Ethiopia is recruiting experienced, Cluster coordinator for an anticipated flagship programme. The programme aims to secure 800,000 dignified and fulfilling job opportunities for rural young women. The programme will embrace a market system approach in high-potential value chains, (horticulture, poultry, dairy and complementary value chains), grounded in seven regional clusters. It will deliberately integrate Gender Equity and Social Inclusion (GESI) transformative approaches and safeguarding mechanisms across all programme interventions, empowering young women to secure jobs through initiatives on market and socio-economic barriers and on location-specific gendered root causes.
SNV will implement the programme jointly with five other Ethiopian/ international NGOs, who will deliver their work in specific clusters. Together, these clusters will integrate technical expertise, and they will support the programme’s ecosystem to achieve longer-term systems change for youth employment in agriculture.
Summary of the Position
The position supports the development and implementation of a comprehensive MEAL framework, including performance tracking tools, reporting templates, and mechanisms that align with the program’s theory of change and donor requirements. It plays a key role in coordinating the preparation, consolidation, and submission of high-quality, timely reports to donor and government stakeholders. The role ensures consistency and accuracy in performance data by supporting indicator tracking, maintaining reporting calendars, and guiding implementing partners and technical teams in planning and reporting. It also contributes to adaptive program learning through TOC revisions, regular reviews, and capacity-building initiatives for SNV and implementing partners. It is responsible for the development and implementation of quality assurance and accountability tools of the program.
Job Description
Key Responsibilities:
Monitoring and Evaluation:
- Lead the design and implementation of appropriate monitoring and evaluation frameworks, reporting protocols, periodical surveys, quality assurance and accountability approach that are aligned with the program’s theory of change.
- Support in the preparation of the program MEAL framework/plan, performance indicators tracking template, etc
- Ensure MEAL outputs and program documentation are fully aligned with Donor, SNV and government expectations,
- Responsible for the preparation, consolidation, and timely submission of high-quality program-wide annual, quarterly, and ad hoc reports to Donors and government stakeholders, ensuring compliance with their respective requirements.
- Responsible for tracking of key performance indicators (KPIs) and outcome-level metrics across the program, ensuring data accuracy and consistency.
- Liaise regularly with cluster-level MEAL teams, component advisors, and IP staff to gather relevant inputs and ensure integrated data flow into national reporting.
- Support the MEAL Manager in monitoring overall program progress against targets and outcomes and inform strategic decision-making.
- Support regular annual reviews of program design, including theory of change (TOC) revisions, ensuring MEL systems reflect adaptive learning and program realities.
- Guide and support implementing partners and cluster teams in the design of planning and reporting templates and in the preparation of progress reports.
- Participate in capacitating MEAL and other experts of implementing partners and clusters to improve the completeness, accuracy, and timeliness of reports.
- Ensure that all project progress reports, and other information’s are documented and accessible.
- Ensure surveys, midterm and final evaluation of the program are undertaken and reports submitted on time and with quality.
- Provide technical support to cluster MEAL staff on indicator tracking, reporting templates, and aggregation of results.
Program quality assurance and accountability :
- Lead the development and application of program quality assurance frameworks, tools and checklists with active participation of program staff.
- Closely work with program technical staff to ensure the minimum quality standards are followed and implemented across all project interventions.
- Conduct regular quality assessments across all clusters to ensure the effective and efficient use of resources and the set standards are followed to achieve the program goals and objectives.
- Identify risks that could impact the project's success and recommend actions that should be taken by various stakeholders including the project management
- Perform other tasks as assigned and contribute to strengthening the MEAL system of the program and SNV in general.
Qualifications
Qualifications and Experience:
- Master’s or bachelor’s degree in Monitoring & Evaluation, Economics, Development Studies or a related field.
- 10 years of experience in MEAL systems, program performance tracking.
- Sound knowledge and experience in the concepts and application of theory of change, results measurement and monitoring systems.
- Experience in working with value chain development, agribusiness development and youth employment related projects and programs
- Experience in working in international and national organizations (public and private)
- Demonstrated experience in working with multi-regions and implementing partners.
- Excellent analytical, report writing, and communication skills.
- Familiarity with youth-focused programs, particularly in skills development, financial inclusion, and gender equity.
- Fluency in English is required
- Willingness to travel to the field.

Contract Type: National, Full-time
This position will be based on donor funding and approval confirmation.
Expected start date: September 2025
Duty Station: Addis Ababa, Ethiopia
Contract Duration: One year with the possibility of extension based on performance and available budget.
