Job Description

The Planning, Monitoring and Evaluation Technical Advisor will report to Monitoring, Evaluation and Learning (MEL) Manager at SNV Rwanda, with a dotted line to the Project Manager (PM) for Youth Entrepreneurship in Agriculture-Rwanda (YEA-R) project / Power for Food Partnership (P4FP) Project in Rwanda. The Planning, Monitoring and Evaluation Technical Advisor (PME Technical Advisor) provides M&E technical advisory services and leads on project level quality assurance processes, contributing to SNV’s operational excellence.  

Responsibilities

  • Provide leadership on quality assurance of Monitoring & Evaluation (M&E) at the project level.
  • Develop, review, and update the project’s Monitoring, Evaluation, and Learning (MEL) plan and framework to ensure alignment with the Theory of Change (TOC) and donor requirements.
  • Support Pause and Reflect sessions to define, redefine, and review project performance outcomes and output indicators, ensuring updates are accurately reflected in LogAlto.
  • Lead and coordinate annual work planning and reporting activities for the project, including data collection, analysis, and progress reporting.
  • Conduct MEL training and capacity building for project staff to ensure accurate and timely monitoring data collection.
  • (Co-)develop project M&E frameworks, manage results and reporting, and oversee the M&E data management platform.
  • Perform M&E health checks and support project design and inception phases.

Qualifications

  • Master’s degree in Economics, Project Management, M&E or related fields 
  • Conceptual working & thinking level with over 5 years of experience, proven experience in planning, monitoring and evaluation in development sector.
  • Proven expertise in both qualitative and quantitative analysis, with a strong foundation in socio-economic modelling.
  • Demonstrate strong skills in data management, analysis, and communication, with the ability to effectively interpret complex data, generate insights, and convey findings to diverse stakeholders.

  • Contract Type: Full time (40 hours per week)
  • Contract Duration: 1 year 
  • Expected Start Date: October 2025
