Programme Background
The Innovations Against Poverty (IAP) program, funded by the Swedish International Development Cooperation Agency (SIDA) and implemented by SNV, supports innovative, inclusive business models that engage and benefit low-income populations in Cambodia, Bangladesh, Ethiopia, Uganda, and Zambia. This program operates a challenge fund to identify and support promising innovations that contribute to poverty reduction and inclusive development in these countries.
Job Description
Job Responsibilities/ Result areas
- Responsible for financial qualification and contracting process for financial grants to private sector entities across multiple countries.
- Supports the Multi Country Project Manager and CMT in ensuring compliance with internal and external procedures, as well as SNV and donor guidelines, concerning the budget and financial administration of projects. Guides in-country Project Managers with country budgets, country project administrations and country project reviews in multiple country projects.
- Regularly provides (requested and non-requested) financial reports, analysis and advice to provide insight into the overall project’s financial status in order to safeguard financial performance, profitability and to estimate financial risks and take precautions. All in line with donor and SNV financial guidelines.
- Records financial project data into systems, monitors and analyses project data.
- Executes, checks and consolidates all necessary activities and checks to assure complete and correct allocation of project costs, in line with financial regulations, SNV financial standards and guidelines and donor requirements.
- Executes the budgeting process and periodically forecasts and supports control, monitors (audit) all financial related activities within the project.
- Provides advice, balancing country interests, relevant regulation, corporate standards and guidelines, taking the project set-up with different donor regulations into account.
- Provides financial reports to meet both internal and external donor requirements.
- Overall financial administrative monitoring and reporting in compliance with donor regulations.
- Support the multi country ICs (Inter Company) and AR/AP Reconciliations.
- Assists in development of budgets in proposals.
- Guides and oversees the qualification process for grants if applicable.
- Ensuring financial systems of the country program are operating in line with standard SNV’s procedures and they meet the monitoring and reporting requirements of the Country Management Team, Donors approved grants manual and National Authorities i.e. NBR and NGOAB.
- Support CFM to facilitate internal, external and donor audits and associated reviews of field systems
- Support CFM to coordinate with NGO Affairs Bureau for project approval, fund clearance, FD-6 revision, annual report, audit report, abroad visit and other purpose query letter.
- Collect, review, analysis and interpret (trends in) financial data, draft financial reports for projects on monthly and for donor annually using SNV corporate and donor reporting formats.
- Preparation of financial statements including GL analysis of projects. Facilitate external audit and coordinate with auditor for timely audit completion and ensure timely submission of audit report to donors and to NGO Bureau, under supervision of CFM.
- PFO is responsible for supporting CFM in any NGOAB, NBR and other Govt. related financial reporting and audit requirements.

Qualifications
- At least bachelor’s degree in finance/accounting or related field.
- At least 7-10 years of experience in finance, accounting, and project finance.
- Proven experience in financial processes (accounting, controlling) in a multi-country setting.
- Experience managing multi-million EUR grants to, including significant funding to sub-contractor or private sector partners
- Experience complying with international donor requirements, including SIDA or other European government donors.
- High attention to detail and strong problem-solving skills.
- Initiative and creativity in solving problems.
- Ability to work independently and in a multi-cultural team.
- Good organizational and interpersonal skills.
- Good oral and written communication skills in English
- Solid computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
- Knowledge of SAP by Design and Sharepoint is an added advantage
Additional Information
Duty stations : Dhaka with frequent travel to project cities
Contract duration : Until 31 March 2027.
Expected Joining Date : As soon as possible.
Working Hours : Full time (minimum of 40 hours per week)
Reports to : Country Finance Manager
Salary & Benefits : The total gross salary package (basic salary + House Rent Allowance + Transportation Allowance +Medical Allowance) will range between BDT 1,30,149 and BDT 1,41,920 per month, depending on the selected candidate’s work experience and competencies. Gratuity and provident fund entitlement will be followed by SNV in Bangladesh policy.
