We are currently looking for Project Manager, Full-time, based in Jakarta to lead the implementation of IKI SAGU project by following guided procedures and processes according to specific rules and donor compliance.
Project Overview
The IKI SAGU Project is a regional initiative implemented in Indonesia, Malaysia, and Papua New Guinea, led by CIFOR under Germany’s International Climate Initiative (IKI). The project aims to halt peatland degradation and reduce greenhouse gas emissions by improving peatland data, strengthening governance and policy frameworks, and promoting sustainable livelihood systems compatible with peat ecosystems. Through integrated landscape management, SAGU supports governments and stakeholders to incorporate peatland protection into national climate commitments and development planning.
The project is delivered by a multi-partner consortium combining science, governance, conservation, and market expertise. CIFOR leads coordination, research, and monitoring; SNV Netherlands Development Organisation leads sustainable value chains, private-sector engagement, and finance mobilization; Global Environment Centre (GEC) supports peatland management in Malaysia; Kemitraan and Wetlands International Indonesia strengthen governance and restoration activities in Indonesia; while CEPA, University of Papua New Guinea, and Managalas Conservation Foundation implement policy, research, and community-based conservation in Papua New Guinea. Demonstration landscapes across the three countries function as pilots for scalable peatland management solutions.
SNV plays a strategic role in linking peatland conservation with livelihoods and market opportunities across Indonesia, Malaysia, and Papua New Guinea. By promoting peat-compatible commodities, strengthening community business models, engaging private-sector partners, and mobilizing investment, SNV helps ensure that peatland protection generates sustainable income for local communities in the project’s demonstration landscapes. This economic approach supports the long-term adoption and scalability of sustainable practices beyond the project’s duration.
The SAGU Project delivers measurable results through clear output and outcome indicators. By 2030, the project targets:
- 39,251 hectares of peatland under improved sustainable and climate-neutral management practices across the three countries (Indonesia 9,491 ha; Malaysia 23,500 ha; PNG 6,260 ha).
- 3,679 stakeholders and community members trained and supported on peatland, agriculture, and forestry management (with at least 50% women).
Large numbers of community members (including farmers and local land users) adopting peatland-compatible livelihoods and sustainable practices, alongside the development of community-based business models and management plans.
Job Description
The Project Manager leads and manages the project's planning, inception, implementation, closure, and workforce within the scope, budget, timeline, acceptable quality levels, and commitments specified in the contracts signed with the donor(s) and other relevant stakeholders.
Key Responsibilities:
Project set-up and design: Sets up and communicates administrative, governance, accounting, HR, M&E structures and procedures for the project. Initiates implementation of the project plan upon approval of donor(s) and sector leader and/or country director, in accordance to the SNV project management procedures, relevant SNV structures and procedures, accounting principles, donor requirements and contracted commitments.
Project Management: Leads, manages and motivates the project team, partners and relevant stakeholders. Plans and assigns deliverables and activities, reviews their progress and addresses deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set. Manages project closure and evaluation process including hand-over of complete and up-to-date project file to Sector Leader/ Country Director and Business Development unit based on project management procedures.
Project quality assurance: Takes responsibility for the (technical) content of a project, ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards.
Contract Management & Project Accounting: Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor contracts.
Ensures that approval for, coding and booking of all expenditures is done according to the relevant procedures and authorisation levels. Prepares, accounts for, manages and reports on project budget (and revisions thereof). Discusses and obtains approval of donor for contract / budget deviations. Ensures security and (financial risk) mitigation (incl. due diligence). Fully understand procurement and comply with requirements and contracts.
People Management & Team Leadership: Guides, develops, coaches and motivates team members and prepares resource estimation based on forecast in order to attract and recruit (SNV staff, consultants and/or Local Partners).
Build, strengthen, and manage partnerships with other consortium members (CIFOR, GEC, Yayasan Lahan Basah, Kemitraan, GEC, and CEPA), the national, provincial, and regional governments, CSOs, private company partners, financial service providers, and other stakeholders
Business development: Builds and maintains effective relationships, with team, external partners and the donor(s) by ensuring a high level of SNV visibility and branding. Signals and acts on potential for positioning, innovation, upscaling and potential follow up on projects. Timely recognises and analyses threats and makes sure relevant colleagues are informed.
Analysis & Reporting: Ensures collection, consolidation and review of project information, according to SNV's monitoring and evaluation guidelines. Analyses and provides advice to management how to incorporate the new insights/best practices into the organisation's policies and practices
Knowledge Development: Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences. Ensures lessons learned are shared and applied in daily practice.
Qualifications
- Postgraduate degree (or bachelor’s with substantial relevant experience in peatland management) in Peatland, Agriculture, Forestry, Agronomy, Agricultural Economics, Development Studies, or related fields.
- Minimum 5 years of relevant professional experience in Peatland economic/ livelihood development or peatland management.
- Minimum 5 years of relevant professional experience, including demonstrated experience managing complex donor-funded development projects, preferably in Sumatra Island.
- Proven experience in leading multi-disciplinary project teams and coordinating implementation across multiple partners or geographic locations, preferably in foreign aid-funded projects.
- Able to strategically inspire and energize project teams
- Demonstrated experience working with multi-stakeholder environments
- Solid experience in project planning, budgeting, financial oversight, and donor compliance for international development programmes.
- Experience overseeing monitoring, evaluation, and learning systems, and communications initiatives and using data to guide adaptive project management.
- Strong leadership capability with the ability to motivate teams, manage performance, and foster collaborative working environments.
- Strong communication skills in Bahasa Indonesia and English.
- Good computer skills (Ms. Word, Ms. Excel, Ms. PowerPoint, Internet, and E-mail)
