Background

The BLF is a UK government financed programme focussed on protecting biodiversity and promoting its conservation, reducing poverty and tackling climate change in, amongst others, the landscape around Phou Louang - Phou Khao Nok National Protection Forest, Bualapha District, Khamouane Province.

As a member of the BLF implementation consortium, SNV is responsible for two key components:

  1. Supporting the development of alternative, sustainable livelihoods for local communities and improving their access to land and natural resources; and
  2. Implementing interventions that promote sustainable agriculture models, enabling communities to generate income while reducing deforestation and enhancing climate resilience.

Water shortages during the dry season severely limit livelihoods, particularly the availability of water for livestock, crop irrigation, and other productive uses. These shortages are further intensified by the impacts of climate change.

To strengthen community resilience to climate change and enhance income-generating opportunities, the project proposes to demonstrate improved water resource management and access to water for productive uses in five villages. Proposed smart water solutions may include small-scale infrastructure for water retention and storage, borehole development, and other context-appropriate interventions.

A water engineer or water resource management specialist will be required to assess feasibility, define appropriate solutions which fit within the available budget, and develop a costed plan for the BLF intervention.

Proposal Format

Bidders are free to use their own format for the technical and financial proposals. Both must be entirely separate and there may be no financial data included in the technical proposal. Financial proposals must be submitted in USD. All payments will be made by SNV in USD.

Selection Process

Technical and financial proposals will be reviewed separately. Only those Technical proposals that pass the minimum score of 50% will move forward for financial review. The reviews are a closed process and not open to the public.

The Technical scores will be awarded as follows:

Technical : 70

  • Water/Irrigation engineer or equivalent
  • Experience in low-cost water solutions for productive use
  • Experience in water resource assessment

Ability to provide clear overview of financial costs

  • Recommend pilot demonstration interventions to improve water access for productive agricutural use in 5 communities. Select number of interventions and type based on costing and available budget.

The consultancy will be done in close collaboration with SNV and AFDC staff.

The villages to be included are: Soppeng, Napang, Napoung, Gnavaet, and Nongping in Bualapha District.

Financial: agreed fee : 30

Technical Scores are weighted at 70%. Financial scores are weighted at 30%. Financial evaluation will be conducted for those proposals passing the technical evaluation. The lowest price is awarded maximum points, and all other bidders are ranked beside the lowest bid on the following basis:

Your Financial proposal shall include a statement indicating (i) whether or not your contract and personnel shall be tax-free or not; and if not, (ii) show separately what the tax burden will be.

Negotiations with the winning bidder will be restricted to the ToR and work plan.

Qualifications

Key Experts

It is estimated that a total of one or two person days will be required by the group of key experts. Experts listed in the proposal must be available for the assignment.

The proposal must be valid for a period of one month during which bidders shall undertake to maintain, without change, the proposed key experts, and shall hold to both the proposed rates and total price.

The team provided must be able to show the following criteria:

    • Minimum qualification of all experts is master’s degree on civil engineering and Water Resources Engineering and related field over 7years’ experience
    • AutoCAD and other design tools
    • Design and construction of water facilities
    • Data collection proficiency
  • Strong analytical and problem-solving abilities
  • Excellent communication and interpersonal skills
  • Organizational and time management capabilities
  • Attention to detail and accuracy
  • Ability to work in multi-disciplinary teams and manage stakeholders

Association between shortlisted consultants will not be accepted. Bidders may not subcontract any portion of the work.

Data protection

SNV will maintain this proposal submission as part of its records for the purposes of evaluation and record keeping for a period of 10 years. Data will be maintained secured both electronically and in hard copy and only used for SNV programming purposes. It will not be shared outside of SNV.
