Impact Evaluation of SNV Improved Cooking Program in Laos

    This executive summary presents the findings of an independent evaluation of the Improved Cook Stove (ICS) Programme in Lao PDR, implemented by SNV and its partners. An improved cookstove is a more efficient, cleaner, and safer cooking device designed to reduce fuel consumption, lower household air pollution, and lessen environmental impacts compared to traditional biomass stoves. In a context where up to 90% of households rely on firewood or charcoal for cooking, ICS offers a practical pathway to reducing energy costs, improving health, and conserving forest resources.

    The evaluation assessed the programme’s effectiveness, impact, and sustainability across six areas: producers, testing facilities, retailers, consumers, strategic partners, and the enabling environment. Results show strong progress, with production targets on track and high satisfaction among trained producers. Government‑led testing centres have enhanced quality assurance, though long‑term sustainability requires transitioning costs from the programme to producers. Consumers report clear benefits—including durability, predictability, and perceived charcoal savings—supported by frequent stove use. Retail engagement is expanding but needs further strengthening through training and incentives.

    The programme’s market‑based design remains appropriate, with ARMI emerging as an increasingly capable national partner. Continued attention to pricing, quality control, and scalable business models will be essential to sustaining and expanding the adoption of improved cookstoves across Laos.
