Abstract
This paper explores the Tigray Water and Energy Development Bureau's engagement of private local service providers (PLSPs) to address post-construction water issues. It details the necessary steps for establishing effective PLSPs and forging multi-stakeholder partnerships aimed at delivering high-quality, affordable water services for both domestic and productive needs. Additionally, it acts as a guideline for entities aiming to implement the PLSP model in Tigray's woredas or adapt the approach in different regions or countries to enhance water service delivery.
