Success Factors for Improved Cookstoves in Laos

    This case study analyses the successful dissemination of improved cookstoves (ICS) in Lao PDR, based on SNV’s multi‑year programme implemented with Oxfam and the local NGO ARMI. An improved cookstove is a more efficient, longer‑lasting, and cleaner-burning stove designed to reduce charcoal and wood consumption, lower emissions, and improve cooking conditions compared to traditional biomass stoves. In Laos, where most households rely on wood and charcoal and face high fuel costs, inefficient stoves, and safety issues, ICS technology provides a practical and impactful alternative.

    The report outlines how an integrated market‑based approach—combining value chain strengthening, producer training, stove testing, consumer outreach and multi‑stakeholder governance—led to steady growth in high‑quality ICS production and adoption. Key achievements include the establishment of testing labs, training of producers and retailers, introduction of standardised moulds and quality control, and the development of a recognisable national ICS brand. The programme’s emphasis on capacity building, behavioural insights, and avoiding harmful subsidies contributed to a thriving stove market that benefits both producers and consumers.
