This edition of The Joule magazine outlines the progress, achievements, and key lessons learned from the four-year Inclusive Markets for Energy Efficiency in Uganda (IMEU) initiative (2021–2025).
Abstract
Energy efficiency presents a cost-effective approach to fostering economic growth and expanding access to affordable, reliable energy for Ugandans. Despite this potential, barriers such as high initial technology costs, limited affordable financing options, and a fragmented regulatory landscape impede the sector’s development and the widespread adoption of energy-efficient solutions.
This edition of The Joule magazine outlines the progress, achievements, and key lessons learned from the four-year Inclusive Markets for Energy Efficiency in Uganda (IMEU) initiative (2021–2025). It aims to support policy advocacy and resource mobilization by illustrating to development partners, government agencies, and investors how targeted, market-based interventions can address financial and policy challenges—contributing to a resilient, low-carbon, and inclusive energy sector in Uganda.
The publication highlights how systemic barriers were navigated through an integrated sector development approach. Critical strategies included Behavioural Change Communication (BCC), innovative financing mechanisms, applied research, and enhanced institutional coordination—factors that have been instrumental in catalyzing markets for energy efficiency in Uganda.
