  • Abstract

Support for the early warning system (EWS) within the framework of the DURAGIRE initiative has been observed to have led to improvements across several dimensions: technical, institutional, and community. By fostering cooperation between national and local stakeholders, enhancing the accuracy of forecasts, and broadening the dissemination of alerts to formats that are more accessible, the initiative has contributed to the creation of a more inclusive system that is firmly rooted in local contexts. The progress achieved so far demonstrates a shared commitment: national institutions are now better coordinated, local authorities are more actively involved, and communities are increasingly equipped to anticipate and respond to flooding. While this development is encouraging, further consolidation is required. The system still relies on delicate balances: technical innovations must be stabilised, local mechanisms need reinforcement, and, most importantly, sustainable funding must be secured. The long-term success of the enhanced EWS will hinge on stakeholders’ ability to sustain and nurture this progress. This entails ongoing training, greater community engagement, the institutionalisation of best practices, and ensuring shared governance at every level.
