Capacity building for operations of secondary urban water systems and urban sanitation systems, under the mandate of AIAS, Phase 2

This project, abbreviated as PO35, is commissioned by the Embassy of the Kingdom of the Netherlands (EKN) in Maputo to AIAS - the national Administration for Water and Sanitation Infrastructure in Mozambique. AIAS contracted VEI to support the implementation of a significant share of the project. VEI, in turn, subcontracted SNV to support AIAS and the district towns with the sanitation component.

With a project value of a little over € 1.7 million, PO35 is a project that is being implemented from September 2017 to December 2020.

The project’s overall objective is to increase access to sustainable water and sanitation services in small towns in Mozambique, in line with the 2025 pro-poor and universal water and sanitation targets formulated in Mozambique’s Estratégia Nacional de Água e Saneamento Urbano 2011-2025. The project’s specific objectives are to:

  • stabilise AIAS organisation at central and provincial levels by strengthening its capacity to guarantee the sustainability of services to attract more funding from third parties;

  • enable the sustainable operation of urban drinking water and sanitation services in 35 towns under the mandate of AIAS;

  • set in place mechanisms for the extension of infrastructure and to increase the number of water and sanitation facilities; and

  • establish an enabling environment and support system to foster the development of small domestic private operators, contributing to the sustainability of services.

PO35 is managed by SNV in Mozambique's Horacio Quembo.

Objectives

  1. 47,800 additional people with access to improved sanitation

  2. 90,000 people report positive behavioural change as a result of the WASH sensitisation and training campaigns

  3. 2,800 additional people using public toilet facilities
